New England Preservation Collaborative is proud to offer a variety of historic preservation consulting services throughout Vermont and New England.

Research & Documentation:

State and National Register of Historic Places Nominations
Research, documentation, architectural photography and document compilation in accordance with requirements for nominating historic properties to the Vermont, Maine and New Hampshire state historic registers and/or the National Register of Historic Places. NEPC can prepare individual, multiple property and district nominations.

Historic Preservation Certification (Rehabilitation Investment Tax Credit) Applications
Consultation on and evaluation of investment tax projects; application preparation.

Baseline Documentation
A starting point to any resource conservation strategy, baseline documentation provides research and a detailed account of the legal status, historical significance, evolution of physical history, and current conditions of the property at hand.  Site plans, floor plans, and a comprehensive photographic record provide the visual components for the document.  Used commonly when a conservation easement is being placed on a property. 

Historic Structure Reports (HSRs)
The HSR acts as the primary guide document for rehabilitation treatments and usage of a historic (or prehistoric) structure.  Components of the document include: a management summary which outlines the research findings, task directive goals, and treatment and use recommendations;  a developmental history that discusses the structure’s evolution, current condition, and reasons for deterioration; a treatment and use section that discusses the choices available for preservation/restoration work and end function of the building, an evaluation of these choices, and concludes with specific recommendations most appropriate for the project; a record of treatment which details the actual work performed and includes photographs, sketches, materials used, problems encountered, and accounting information.

House Histories
Research and documentation for individual property owners interested in finding out and recording their home's history. Thorough documentation may not only be of interest to the homeowner, but could also be critical to any current or future restoration and renovation efforts.

Regulatory Compliance

Act 250/NEPA/Section 106 Review
Thorough investigation of project impact on historic sites in accordance with Act 250, NEPA and/or Section 106 requirements. Project examples include transportation enhancements, wireless facility installations, and other federally or state funded or licensed projects.

Wireless Communications
Identification of historic properties for preparation of Section 5 (Applicant’s Determination of Effect) of FCC Forms 620 or 621. Consultation and design guidance to minimize or mitigate any impact to historic properties within the area of potential effect (APE).

Preservation Planning:

Architectural Conditions Assessments
& Treatment Recommendations

Detailed, hands-on survey of a historic structure’s physical condition.  Causes of deterioration, materials involved, and construction techniques are documented, and a report is produced evaluating the conditions found and recommendations for appropriate treatment.

Cemetery Evaluation and Conservation Assessments
Survey and evaluation of historic cemeteries, or series of burying grounds; development of long-term conservation and maintenance planning.

Feasibility Studies
Research and advisement of best potential uses for a property.  This document discusses options for the project, neighborhood impacts, and technological needs.  A theoretical construction schedule may be included, as well.

Consulting Services

Transportation Enhancements Program Project Assistance
The TE program provides funding to eligible communities for pedestrian and bicycle facilities. Funding can also be used to acquire, restore or preserve historic buildings, streetscapes and scenic or historic areas. NEPC offers various levels of assistance to communities seeking to utilize this program.

Cultural Resource Management:

Historic Preservation Construction Management
Start to finish oversight of any aspect of a preservation/restoration project.  NEPC provides the essential communication link between owner, architect, engineer, and builder (and the public when applicable) to insure that work remains on-schedule, on-budget, and that the historic goals of the project remain paramount.

Other Services:

Architectural Photography
Professional photographic documentation of historic structures and sites for: HABS/HAER submissions; National or State Register nominations; assessment reports; archival records.  Able to work in either black and white or color, digital or print format.  High resolution scanning and duplication of photographic documents is also available.

Finishes Analysis (Paint, Wallpaper, etc.)
Scientific analysis of any type of surface coatings.  High-resolution microscopes are used to determine the color, composition, and relative age of paint, lacquer, varnish, lime wash, etc.  The chronology of a structure’s color scheme can then be established, edifying the finishes decision-making process.

Plaster/Mortar Analysis
Scientific analysis of any and all types of masonry mortars.  Samples are broken down into their individual components.  The correct ‘recipe’ for matching the historic mortar is then determined per the measured ratio of the isolated components.  NEPC can then locate those components and supply them for restoration work.

Preservation Advocacy
Assistance, advising and training on a variety of preservation issues for individuals, community groups, historic societies/commissions and municipalities.

Educational Programming
Lectures and workshops available for educational institutions, historical societies, and other preservation groups.  These can be half hour talks or multi-day seminars.  A strong piece of NEPC’s mission is to teach minds, young and old, about the importance and enjoyment that historic preservation provides to our communities.
